As me and some co workers once said "all you need to be an 18 wheel driver is a license and a 4th grade reading level"

I don't doubt that the truck driver was "Impaired'. The train crew is mandated to take a Drug and Alcohol Test. Why not the truck driver ? I guess that would be a 'Call' for the police. "Didn't see the train, didn't see the FLASHING LIGHTS, because of the sun. What an idiot! Any time you can't SEE....SLOW DOWN and LOOK. Dah ? "LOOK, LISTEN, LIVE". There is absolutely no doubt in my mind that the crew sounded the locomotive horn, as prescribed by "Title 49 of the Code of Federal Regulations" and their GCOR Rule approaching that 'Crossing at Grade(Street). The 'Speed Recorder'(Black Box) WOULD PROVE THAT ! Also a good chance the truck driver was using Head Phones or had the radio volume too high. Hell, maybe he was HIGH ? I feel sorry for the grief caused to the train crew. I've been doing this for 37 years.

This would seem to be a relatively rare instance in which the train gets derailed; there are so many videos where the train annihilates a truck and just keeps going with little or sometimes almost no damage to the train. Those diesel engine cars are the heaviest, most solid things moving on land.*
In this case, maybe some very solid part of the truck was broken off and got under the train's wheel, kicking it off the track.
*If you discount giant earth moving equipment used for mining. But you don't have to worry about encountering one of those in trafic ;)
