7:22 - remember in network programming that the port you specify is for initializing the connection only - the actual port used is determined through the protocol being used (usually IPv4 or 6 protocol) - this is to ensure multiple user access to servers more than anything else. (Ie. the initializing port is used to get through firewalls / NAT routing and then the actual socket is created on a new port currently not being used. This connection is authorized in the sense that the device within said network tells the router to open the port for traffic. NOTE: this is not all the detail, just a breif summary.
