So when clusters of galaxy were first found scientists noticed that the gravity required for the extreme level of mass found in those clusters that cointained thousand of galaxies doesnt match up, and in fact it was the coma cluster that first pose this question when the gravity of the cluster didnt match up with the mass of the 800 galaxies found in that cluster and under normal circumstances the cluster would not be possible and the galaxies would just be separated by the expansion of the universe and so dark matter was introduced that is more like dark gravity.
