Corsets are what bras are for women today. They were used for support on the bust, and also provided structure for a person’s figure, in fact men also wore corsets. Just like bras, no one size fits all, some were made comfortable, while some put fashion over function. Usually these tighter corsets were for women with status and higher class, the working women usually relied on the lacing and had a lot more room to breathe as they were moving a lot. This is called tight lacing. Not everyone who wore a corset wore them that tight. They were like bras, they supported the chest. Most of the Victorian silhouette comes from fluffy dress layers and padding that makes the rest of the body look bigger and the waist smaller by comparison.

While tight lacing definitely did occur, it was not common at all. Corsets supported the chest, straightened out the back and acted as a shelf to put all the petticoats on. If a corset is uncomfortable, you either have the wrong size or it is laced incorrectly.
