After some research to jog my memory, in the 1980s Chevy sold an Outdoorsman package on their K10 trucks, ome option was a Winchster 94 with a special emblem in the stock.
Seeing as that was after 1968 the dealers would give a voucher to the customer who would take that to an FFL to get the rifle ordered.

That Jeep dealer is going to do something similar, work with an FFL to gove customer a voucher worth a dollar amount to be put towards a gun. The dealership doesnt sell the gun, only covers the cost
