How to Count Garter Stitch Rows

How to count garter stitch rows, 2 ways. And why I don't count the cast-on row when I'm counting how many rows I have on the needle.

Hi Cheryl! This was interesting to me. When you had your swatch up, I was counting each garter ridge as two rows. So, not counting the cast on row and the row on the needles, I came up with 13. Because you are the professional with so many years of experience and I am only one year into knitting, I want to know if my method also works. Can you tell me if that is also a valid way of counting rows?
