What strikes me is that Racoon not only knew what to do to save said Groot, but carried on in their relationship with out skipping a beat. When you look at their relationship Racoon has always talked to Groot has a child since there introduction. Which makes me wonder how many times has Groot has actually died and been revived by Racoon?

Baby Groot is a clone of Adult Groot. That is what happens when you take the cuttings of plants and grow them into another plant... I thought everyone knew this?.. Perhaps not.

Also, Thor perfectly understands the Groot dialect and introduces the teenage Groot in infinity war as Tree to Captain America, so the baby called himself Tree.

its more of a clone of groot, even if you take a piece of a plant and put it in a different pot its called a clone, its just like if you made an exact clone of yourself minus the memorys biologically and in its appearance there both you but there also not

Baby Groot is Groot, but he is not the old Groot. The old Groot is gone, but he left behind a piece of himself who became Groot. So, Groot is Groot, but he is not Groot. Theory: rather than having a central brain, flora colossi spread their neurons out across their entire body. Therefore whenever they gain new memories and experiences, they go to different parts of the body as those parts grow and thicken. Since Groot lost almost his entire body, he also lost almost all of his memories. What remained were his basic instincts, his generally friendly demeanor, and a vague sense of who his friends were.
