(How many bees, do you see, dancing from right to left, in rather short wiggles? Watch closely.)
This is a rather unusual event. Sometimes, not often, Swarms reject our offering. For whatever the reason. I have had swarms leave the next day, after installing them in a nice box. But to stay plastered on the side of the box, or front......unusual. So, I'll watch them. If I open the top and try to brush them in, they can simply come right back out. You'll learn to not get so stressed. You learn to WORK WITH them, not AGAINST them. Acknowledge their independence. As of yesterday, 04/26/21, Monday evening, they were still there. Rather, I watch the FACE of the swarm. Why? The bees will TELL YOU what they're thinking and planning to do. Scout bees are coming back and landing on the cluster and DANCING. They're not in the "foraging mode" right now, they're still in "swarm mode". They're thinking about finding a NEW home. Despite the fact that I gave them 2 Mediums, with full comb, they're obviously looking for a different home. How do I know this? Scout bees are coming back and dancing on the cluster. More and more bees are dancing from the right to left, ....short waggles. This means that they've found a home they like, to the west, not far away. As of this writing, it's 04/27/21, Tue morning. We'll see what they do today.
As of 04/27/21, Tue morning, at 8:40am CST, the swarm was still on the face of the Catch Box, all chilled out. Storm system rolling in for later today. They can go on inside the box, if they really want to do so. We'll keep watching.

Ps. This group of bees finally decided to move inside, on April 30, Friday. I guess they got tired of getting wet from the rains. LOL. INDEPENDENT creatures!
