I just chalk it up to it being one of many plot holes, and are thier for are benefit, really in truth, i beleive its the fact everyone is stupid, heavenly defying ignorant or highly arrogant. After all, who would invade the chunin exam, which is set up in place of war?

Personally i believe Sasuke is more dangerous than Naruto and shouldn't haven't contributed. Unlike Naruto's seal, which is an active suppressing force for the power that would make naruto go baserk that isn't siphoning chakra, Sasuke's curse seal is actively siphoning Sasuke's chakra to force him to use it and go baserk. Yes he was able to suppress it with his will, i am just saying i wouldn't have taken that bet.
