So that very first scene with Zuko set up his entire journey through the series.

Even for the "villain" character, "the one"s arrival is a rey of hope. This is one powerful move from the writers to have this be an equalizing and unifying factor.
I don't know what type of character I am in my story but I'll be waiting for that "one" to come give me some hope

The thing I love about the pony tail is that pretty much all fire nation royalty have had one.
Zuko only had the ponytail, because at this part of the story, he only cares about restoring the honor he lost, and reclaiming is spot in the royal family.
When he cuts it off, He’s momentarily stopping his hunt for the avatar. The slow grow of his hair back to normal represents that he’s slowly finding his way back.
Whenever zuko is in royal attire after s3, He has both the normal hair aswell as the ponytail. He’s grown as a person, as well as reclaimed the honor he lost.
