It's the same voice actor, Wes Johnson, he just started reading it differently; they usually used these "shaky voices" for the beggars, maybe he decided to say these lines with his normal voice

There are actually two NPCs (one is a Nord beggar in Bruma and another is a monk, who is also a Nord, in one of the Gray Fox's quests) who have the same unique voice that wasn't used anymore in this game for some reasons

If all the dialogue was recorded on a per character basis, it wouldn't have been a problem. But all the dialogue was given to the voice actors in alphabetical order. So it made it difficult for them to maintain any one character when reading lines.

See I always thought of it as the beggars wanting money so they put on a show then once they get what they want they change back to normal.
