Bhutan recognizes all countries.
It's just that countries don't want diplomatic relations with Bhutan as the population and market is small. Plus we don't have oil🤗 which has been a blessing but we do have a lot of fresh water reserves in the form of glacial lakes and untouched forest which could be of interest to our immediate neighbors.
