Yes. And it's a known of a fact that in Canada EVERY year around Memorial Day weekend when residents go back to their cabins and use their fireplaces and firepits en masse, that's when forest fire start everywhere.
Every fire chiefs will tell you that the main cause of forest fires is 90% human negligence. YET, as in CA fire prone regions, there's not an OUNCE of prevention being applied ANYWHERE.
Like deploying extra park rangers, fire watchers, banning camp fires etc etc.

How about flying planes dumping water on the regular to keep forest moist?
Transferring water from saturated areas to dry areas, daily, as part of a prevention plan?

And please don't say it's all about not spending money upfront because in the end, the destruction caused by fire is way way way more than prevention would have cost.
