Gear 1 is baseline rubber body.
Gear 2 is simulating the six paths training in Luffys rubber body, instead of kicking the ground using their legs to "overclock" their circulatory system, luffy have control over it and pumps it just by flexing his rubber extremities.
Gear 3 is adding "mass" by inflating his bones.
Gear 4 is putting energy into his muscles by inflating muscle groups. This can take many forms and serve different purposes. Bound man gives explosivity to his moves, exponentially increasing their power.

Snake man makes it so luffy can elongate and more quickly throw punches.

Gear 5 is just ridiculous.
