when i do this and load up fiveM is says updating and downloads the first citizen pack again?

Does anyone know if my problem with it not working is because I haven’t purchased the premium WinRar? When I open the file to drag citizen over into the FiveM data folder there is no “citizen” folder” inside the texture pack folder on WinRar. Please help as I cannot download any texture packs and can’t find any info online about if I have to pay for the full WinRar.
