No special circumstances. If his debit card was hacked, that would be a special circumstance. He should never have to sign a payment plan. His card was hacked. What happened to the hacker. Get the money back. Something is not right. Did they prove his card was hacked? Something sounds fishy.

The alleged governor could prevent this. He says he's concerned about the safety of the people. Is he concerned that he allowed baby's to be put on these dirty streets?
