Wobbuffet is based after the japanese comedian Sanpei Hayashiya, who was famous for repeatedly touching his hand to his forehead while saying one of his trademark lines, "そうなんす、奥さん" (sō nansu, okusan), "That's the way it is, ma'am."
Which Wobbuffet's japanese name makes allusion to (ソーナンス Sonans). Basically every time Wobbuffet appeared after Team Rocket's motto in the anime, was complimenting their words with a "That's the way it is".

Snorlax is actually based on one of the developers of the game, Koji Nishino. Its japanese name, "Kabigon", which was a nickname given to nishino for his infamous ability to eat even moldy food.
