The people chasing the dog were dangerous! Never chase a dog. The animal does not know that you are not going to harm him/her. That is why animal control persons use a catch pole!

My first thought was that is gross negligence... my second thought is the department should be held accountable but then their negligence gets put on the taxpayers and not the people responsible.
The dog should definitely be put down, if it was your dog or mine, it would be put down immediately and we would be responsible for all of the damages. They are only supposed to bite when given the command, that is a deadly weapon they allowed to get loose...
