I think Green Goblin takes this one, he is just iconic as a Spider-Man villain. Whenever there's any adaptation of Spidey they always give Green Goblin extra care, like he was the villain for the first live action movie, he was the final villain from Spectacular Spider-Man, hell if you want to compare him with Doc Ock just remember that Green Goblin was also the final villain from Superior Spider-Man.
I think the image of Green Goblin as the nemesis is already set in the minds of fans and writers, just like the Joker for Batman.

I mean, it's gotta be Goblin at this point.
For just about every major, landmark moment in Spidey's existence - Goblin has been there.
- The Death of Gwen Stacy.
- He was the main villain of the 90s cartoon.
- He was the main villain of the first movie.
- He was the main villain of No Way Home, the biggest Spidey movie to date.
- The Insomniac games, where we've already had Doc Ock and Venom as the main villains of the first two games, are all building towards Green Goblin being *THE* villain of the whole thing.
And like you said, Green Goblin is PETER PARKER'S greatest villain, not necessarily Spider-Man's. *THAT'S* ultimately why Goblin gets the top spot. Because Spider-Man, ultimately, is the extension of who Peter Parker is as a person shaped by the people he loves - Uncle Ben, Aunt May, Mary Jane Watson, Gwen Stacy, Harry Osborn, etc. It's the values and character they've helped instill in Peter that makes him Spider-Man - And THAT'S when Norman goes after. He specifically targets the man, not the mask.

Green goblin has ruined Spider-Man’s life more than anyone else literally killed the love of his life and even with them trying to redeem him in the zeb wells run that obviously reverts by the end and he has done too much to ever be forgiven by Peter or anyone else. Venom is a good guy and has been for years and Doc is an anti hero these days. Green goblin is the only right answer

I have heard this argument before and my opinion is that it depends on how the hero views his own life. When given a choice Peter Parker would rather be Peter Parker than Spider-Man and sees the costume as his job in other words "Spidey stays 'cause Spidey's needed" which is why Norman Osborn (the character who is listed as his main nemesis in Marvel's eyes) attacks Peter's civilian life rather than his superhero life. Bruce Wayne on the other hand when given a choice would rather be Batman than Bruce Wayne he sees the business suit as a job which is why when Bruce is not in the costume the Joker doesn't care

Actually in my view as a Venom fan its more of a disrespect to argue that Venom should be then not. So I personally don't mind. Venom is a hero and the many bad adaptions won't change that.
