For those out there wanting to do this for sound reasons, there's actually a very specific mathematically equation for the pattern and heights for proper sound diffusion just fyi.

It will still function as a diffuser and an art lieve, just won't be correct diffusion if that's what you're going for.

Couldn't you theoretically do this with soundproofing material, or just porous foam and make your own custom decorative sound deadening boards?

Looks awesome! The acoustic explanation is incorrect though. These are skyline diffusors that scatter higher frequencies giving you the auditory illusion that the space is bigger than it really is. Normally you wouldn't want to do the lengths randomly because there are specific formulas you can use to cut the blocks to the right lengths that help make that illusion more drastic and create less acoustic artifacts
