These are entirely different settings; it is not a fair comparison.

At the graduation, the senior class had been staged in their uncomfortable uniforms all morning and were rigidly crammed into cold, wet seats. It looks unprofessional for some to stand and others not, so everyone does it at once and it's rehearsed as such. In their rehearsal, the standing ovation was to be at the end, not the beginning. Besides, the camera pans over the class *after* the applause had ended. 
Again, this is a class graduation; it's not appropriate for the graduates to grab their phones and try to take pictures.

Meanwhile, December 9 was a Tuesday. Indoors. Not a graduation ceremony, just a speech. Instead of homework the cadets get to see the president. There's no rehearsal for this, it's just another briefing so all four classes go. Most likely whoever wanted to be close pushed their way to the front (making it more likely that those who liked him were more visible on camera).

Stop using West Point for your political agendas.
