Here's the real info on the security Council. Five countries decide whether to use Force on a country. You barely ever get all the countries to agree. You either have the three Western countries voting yes and Russia and China voting no or Russia and China voting yes and the three Western countries voting no. It's usually a Deadlock. The UN does not have an army so it is a useless counsel anyway. They have to rely on individual countries armies to do
anything even if they got a yes. If the West gets a NO they'll go and do what they wanted to do anyway. If the East gets a NO they will go do what they want to do anyway

UN is a mirror of the situation in the world. Yet, if the world choose peace as an option, the UN is platform ready to help and speed up the process. Shutting down the UN (as a bureaucratic platform) would be closing the last chance for any agreement. This all comes from the experience of previous crises and wars.
