To remove the camera shaking of the second method in the Post Process Volume change the value of the Blend Radius option to 0 and that's it!

Another comment for statistics lol – the distortion seems kinda harsh, you can literally see a distorted pixels moving on the screen. Is there a way to smooth it out?

PostProcess no longer works. Vector formats don't match between TextureCoordinate (2) and the Multiply node out of the texture.
