Just a reminder. In my opinion which was in the game, Ombra appeared when Tigry saw him in the breakout chapter but TIO got inside his head which made Tigry think that Danny (one of his soldier teammates) was actually Ombra and wasn’t infected.

also here’s something about ombre: in the end of breakout cutscene you can see that tigry realizes he stabbed Danny instead of the monster, (this is what I think) ombre is a monster from the depths of his nightmares still haunting him, and he thinks the monster was trying to kill him but really, it was just Danny. since the memory was so recently that’s why I think that

This is what I think, Tigry made up Ombra to cope with things so they could just go away. Then, he imagined the people that would go away actually died.
