For anyone trying to do this, I had luck using the following in ArcMap 10.7.1:

1) Projection WGS 84
2) 3 control points
3) Decimal degrees for control points.

Hope this helps.

When I upload the georeferenced pdf to Avenza it states that "Unable to detect coordinates."

I'm new to ArcMap, great tutorial, but my layer has a different projection than the data frame, I cant figure out how to get it to NAD 1983? Any help appreciated!

after putting the coordinates and clicking update the pdf goes away and is not in place
