Why the US can use XRPL for domestic transfers....
1. Banks will have their own digital coin. These coins may or may not be 1 dollar. That is up to them.
2. Fed will have a 1 dollar digital asset.
3. XRPL is not just XRP. It is an exchange.
a. Banks will want to settle between their coins
b. Fed will want to send and receive their coin to banks
4. XRPL will exchange between these digital tokens just as well as it does between foreign digital assets.
(XML could be used, but the XRPL is much more advanced)

We already know ripple supports xrpl labs' xumm, which is openly advertising to be your own bank, something xrp is not positioned for. That said, why cant ripple position xrp for fed now.
