Yes, Conor, you are right about our rulers in a certain way. Russian historians are actively discussing this topic. They say that this was indeed one of Russia's problems. It appeared after the reign of Peter 1, who made Russia a significant country, carried out many successful reforms, but at the same time he created two worlds: the world of St. Petersburg (nobility) and the world of ordinary Russian people. These 2 worlds did not interact with each other very often and did not like each other very much. But in fairness it should be said that many Russian monarchs saw this problem and tried to solve it.

Connor, Catherine the great was one hell of a woman! She advanced the stature of Russia from a rural backwater to virtually a serious power in European terms. Her achievements were astonishing, and one of the great figures of history. And she wasn't even Russian.

You’re not wrong in the thinking that Russian nobility was ruling a conquered country. Even what we think of as modern Russia today is made of a vast scattering of ethnic groups with their own histories and beliefs and it was even bigger back then. There were a lot of arguments after the Cold War that even Russia’s modern borders constituted an empire rather than a country and chunks should be broken off. It causes issues to this day.

7:30 Your arguments are kind of similar to what Soviet government liked to push for the entire 20th century into Russian minds but overall it misses certain points.
Let’s just begin with Rurikids. They weren’t tied with Europe dynastically at all. And those who were are too irrelevant.
Next were the Romanovs, who also began pretty separate from other European dynasties since they were one of boyar noble families of Muscovy thus didn’t have connections with Europe and didn’t have their own royal history up to Russian election of a new monarch from their family branch. The Romanovs only began getting closer to Europe when Peter the Great came to power and travelled around the continent(both getting to see modern European technology AND getting some connections with important people, monarchs, and dynasties overall). And as we already know, after this, Peter began his modernisation/Europeanisation of Russia. After Peter, the Romanovs would already have connections with other monarchs of Europe through overall close relations between their countries.
So now to your point of the question. Elizabeth wasn’t a backwater monarch. She improved Russia and continued building up cities in a very European style, just like majority of Russian monarchs before her. Your main point here is also serfdom, but practically all of Europe had serfdom during this point, even if it wasn’t on such a level as Russia in majority of Europe (Many Monarchs of Russia, including Catherine II brought up the issues of serfdom, and all did as much as they could to weaken the institution. The only reason they didn’t push to abolish it was because they were afraid of either being overthrown or a literal civil war perpetrated by the upper classes). Russia only began gaining that “Backwater European power” title in the mid 19th century during 1840’s, and that narrative would only escalate after the loss in the Crimean war. And that argument can already be taken as mostly truthful because of Alexander’s shift towards reactionary conservatism after Napoleonic wars and Conservative Nicholas’s rule for around 30 years after Alexander’s passing, with them not wanting to change the social life of Russia for having 1/3 of Russia just suddenly becoming something else far more important and becoming complete persons like the rest of the population was pretty scary for them and the possibility of the Upper class overthrowing them for that was still present (although during Alexander’s reign, Serfdom would be abolished in Russian controlled Baltic duchies and Alexander-ruled Kingdom of Poland).
So to answer your question: No, it wasn’t like that. Ever since Peter the Great, Russia was a constantly and unstoppably developing European country, and during the reign of Catherine II it would fully accelerate to the level it would fully be considered European and be on the same level as France, Austria and Poland-Lithuania. When Russia would truly begin lacking behind Europe was after Napoleonic wars, after which majority of European countries chose to abide to the changing world in either minor or all the sectors. Russia chose to per-sue its “Guardian/Policeman of the Old Order” status over Europe and thus would in no way accept the revolutionary ideas in practically any form until the reign of Alexander II after Nicholas passed away.

Its only the common people are different but the royal family in Europe were always in the same family, Russian nobles and Royals only speak French in the old times, same like in England, German and the Scandinavian, they were all related and cousins in some way. Hey even the English monarch are not really fully English LMAO

If you get the chance, watch the TV show "The Great" - a (very) black comedy vaguely based on Catherine's early years in Russia.
A lot of your points about the relationships between the nobility and the peasants are referenced in the programme.

One of the few successful Queens of history .. awful mother. Elizabeth I did the same ... awful mother. Russia was conquered, by the Mongols. Peter was a pooper ... what happens when a boy is born to a throne, didn't earn it. Catherine was her own Rasputin. Russian cross? Three were crucified at that time ... also Holy trinity. King Louis XVI was almost as incompetent in bed ;-( With King Henry VIII, this parentage issue was fatal for other wives.
