Hey I deleted the default Downloads folder on file explorer how do I get it back and all my stuff I had in it plz let me know or make a video on it

I’ve tried everything, deleting the file, updating drivers, just disabling the program complete resetting my pc, updating bios, everything I am able to do in my power to fix it. I can’t get it to stop taking so much of my cpu power, I can’t even use my pc to browse the internet let alone use it for what I bought it for which was play games, I am at a loss on what to do, I’m about ready to buy a new pc.

Hi,
Tried, but could not delete %WinDir%\System32\sru SRUDB.dat file since it was in use by "stopped", or "stopping", or "disabled" Diag. Policy Service. (These are all status that I tried to perform the delete under. How do we get around this?
