About the first map, it is based on an event that almost occurred.
During World War II, the UK tested anthrax on cattle and sheep in an attempt to use anthrax to destroy the German food industry, which would force Germany to surrender.However, the plan was cancelled due to the risk of an anthrax epidemic in Europe, which would certainly stop the Germans, but would destroy all of Europe at the same time.

“Fun” fact: Britain tested an Anthrax bomb during WWII to potentially use on the Nazis. It was so effective that it caused a small breakout on the mainland British Isles despite being tested on an isolated island. The project was quickly scrapped once they realized how dangerous the idea was. It’s possible the first scenario was based or loosely based off of this test
