Your comment inspired me to think maybe it's a good idea to set stricter requirements to become licensed. After all it's a profession that handles human body, it helps to have knowledge of anatomy and diseases.
It also helps to heighten the image of profession to more respectable level.
I don't see any reason it can't be aside from hang up with so called "moral".

They didn't rule in favor of this because it's not a 'sexual act'. In China, the ban on prostitution is defined as selling your own body.The courts saw Happy Endings as a type of massage, which it technically is, not as your selling your whole body. So it's not that they didn't see it as a sexual service. But it's technicality not prostitution according to their law.

Can anyone explain me this logic:
The government of China does not have control over the illegal prostitution activities held by a big amount of chinese massage parlors. Now the government decided to legalize these activities, and will regulate it.
Now, my problem here is: If they weren't capable of regulating it before, what will suddenly make them able to regulate it now? What will keep these business from maintaining their activities unregulated in order to keep avoiding taxes and labor fees?

I am a verified massage therapist here in the US. It is a medical profession that does not involve sex acts of any kind, Yet, the stigma it may is still out there. I do not thank you for helping to perpetuate this stigma by how you reported this story.
