1.Beckenbauer used to be in fifa back in fifa 17 if I’m not wrong but was taken out due to the 2006 World Cup scandal in which him and also former France player Platini were involved in. So therefore was banned in the games.
2.Di Stefano has not been added to the game due to the fact that he played for three countries (Spain, Colombia, and Argentina). Also because they don’t have the license which they could get but it would not be worth it because it’s EA and do not want to spend money
3. Zlatan in the future might be added into the game but wasn’t added to FC because like you said has RECENTLY retired. But other players such as Íker Casillas and Wayne Rooney were added a few years after their retirement so we still have hope
4. Maradona like beckenbauer, was in fifa but was taken out after he passed away because apparently the license they had was false and this is because EA made the deal with Maradonas representative but Maradonas family intervened basically saying that they were the ones That had Maradonas rights and well this problem has not been solved yet and to not get into court terms EA has not added him to the game so they don’t get demanded or something
