one weird thing is that it may turn on or off only after you remove the short

I built my comp 2 days ago and I can't turn it on. I checked psu on my other comp and it works I replaced mobo and nothing I checked rams in every config ( not possible that my both rams are cooked) motherboard won't even start so I thought maybe it's a bad case but I did this trick you showing with a screwdriver and also nothing fans go on for 2 sec and nothing else computer turn off immediately. I it a bad AIO or CPU or something else I have no idea. I reattachesd all cables million times same with CPU and nothing.

I guess its safe to use the BIOS without a CPU cooler?
