I've seen some sources claim that apparently the minimum number of Stormtroopers just on Star Destroyers was at 9, 700 * 25, 000 = 242, 500, 000. Although these sources also don't take into consideration any stormtroopers deployed to or garrisoned on other planets or outposts.

At the peak of its military might, the Galactic Empire is said to have 25, 000 Star Destroyers. Wookiepedia says that each Star Destroyer has 37, 000 crews. That's equal to nearly one billion crews. That's only for Star Destroyers, not counting cruisers, frigates, supply ships, ground troops, etc.
