Dynamic because from what i know out of my experience no one reads the tool tips at the side

Dynamic makes more sense. Like you said, it allows you to know the objects you can interact with. Also, allow an option to toggle the static tips to be turned on and off so you can customise your UI. Once I know the controls I like a clean UI on my screen.
