Csn I use it as a belay plate? It's surely.strong enough or is it not?

I bought one, but it's impossible to make slack or take the rope when adjusting. I tried 9.6 mm dynamic and 10.0 static rope to try - did not work. What side should i use, according the manual my ropes should work
