The Origin of Pikablu?

I accidentally stumbled upon what might be the reason why Marill was called Pikablu for so long before Pokemon Gold and Silver's release in the U.S.

If you still remember, what was the magazine that first revealed Marill? (Probably mispelled the Pokémon's name.) Didn't they also leak SWSH Pokémon for the first time?
