You generally won't know that the first step won't be helpful going into the question.  In this particular question, we had a disunion (i.e., x was less than a smaller number and greater than a bigger number), but we could have just as easily had a union (i.e., x is less than a bigger number and greater than a smaller number), in which both inequalities would have been critical.  The best way to handle inequalities with absolute values is to construct and solve both inequalities.

Quick Question: What was the point of doing the first step? If it had nothing to do with the second step that solved the equation?
