You claimed that it's impossible to use verbs with 'up to' in affirmative sentences, e.g "I'm up to read". That is clear, but how about nouns? Could I be 'up to my home work'? Or may I use gerund(?) "I'm up to reading"?

Hi, how are you? I've got a question which is not related to the topic, but still. When we describe actions, we use adjective+ly=adverb. So why is it just an adjective sometimes? E.g. I feel good; she smells fantastic etc.?
