This is a Videotutorial for making the ice shader, accomplished in shaderforge, but I guess you could get the same result on other software like substance designer or similar.
There I show how I use the information from RGB position of global and local to crease or increase the influence of 'snow' or 'ice' at the top of the mesh, also showing how to connect the refraction and also the opacity at the shader.
Forgive my audio, and let me create some captions to make it easier to follow, my voice and microphone were not the beast team to accompllish that.
