Floods surge in Houston as water flows from reservoirs

Two deaths and 14 injuries are directly blamed on the flooding from Hurricane Harvey so far. The historic flood disaster in southeast Texas is likely to continue for days or even weeks. Rescuers continued overnight to help the residents in the Houston area. Norah O'Donnell and Mark Strassmann report on the emergency response.

1. it was initially a tropical depression. Within a span of merely 2 days after it entered the Gulf, it became a Category 4 Hurricane. So, yes. It was partly a surprise. 2. The reservoirs needed to be released or the dams (earthen) would fail, the water in the reservoirs would overflow over the spillways and erode them, leading to the flooding of most of Houston and downtown as the collected water is released uncontrolled. When the reservoirs were built during WWII, a storm of this magnitude wasn't expected and the reservoirs were currently under improvements and maintenance before the hurricane. 3. Continue to pray and support Houston in any way you can. We can use any and all help.

The hurricane warning was broadcast a full 5 days prior to hitting. Lit Highway billboards warned of Hurricane season since may. It is the responsibility of individuals to keep their family safe, not the city's responsibility. It is not the responsibility of the govt to take care of everyone. It is the responsibility of the homeowner to know where it is safe to live. I have lived in Houston area for 20+ years and have been through 3 hurricanes and numerous serious tropical storms. I have never been flooded or stranded or needed rescue. Why? Because I studied the land, weather and topography for 5 years before building. I have never had to make an insurance claim because I built a quality house and know better than to be out in a huge storm risking getting trapped in a vehicle or drowned.

To answer the question about evacuation, there simply wasn't enough time. The great Houston area is home to about 6.5 million people. There was not enough time to get everyone out. During Hurricane Rita, many people died in their cars that were stuck on freeways in gridlock traffic. All of the freeways out of Houston were flooded during this event. Some had 15+ feet of standing water in them. Imagine those freeways filled with cars of people getting out fo the city. The death toll would easily supersede some great weather disasters of the past. Staying and waiting it out was the right choice.

My god! Also, 1200 people (TWELVE HUNDRED!) have died in an overnight flood in South Asia... In other parts of the world too! I'm not trying to belittle the Texas catastrophe, but I'm glad they have power boats, 1st world medicine, good food stocks and good people to distribute them. I'm not so sure about South Asia's resources though.
