Personally, I think any agent can be OP if the person uses their abilities correctly. But with Vyse and her abilities specifically, she'll definitely be one of the top picked agents

As a solo agent, I'm not sure how good she is, but with the right team comp, either having a Kayo, Fade or maybe even a Breach in your team and co-ordinating ults would be a great way to use Vyse in a very broken way.
