I think Mr Blobby started off as a short-lived joke on the Noel Edmonds show.

They made Mr Bobby look as creepy as possible. Then they would tell celebrities they were being brought on to meet this 'legit' children's TV show character. Only that it got out of hand and Mr Blobby eventually received his own show, song and theme park.
