Kagurazaka was an old red-light district rather than a small Kyoto. Perhaps the scenery is reminiscent of Kyoto, with an atmosphere similar to Kyoto's typical red-light districts such as Gion and Shimabara.

You missed all the back alleys. I've been to Kagurazaka a bunch of times, mostly because my mom went to a school near there and I wanted to see the area. Zenkokuji is kinda neat but the most fun I had around there was looking at old PCs at Tokyo University of Science and eating at the Mos Burger. I'm not sure why, but I've been to that particular Mos Burger a bunch of times.
