How to Achieve a Cyberpunk/Neon Look in Lightroom

What version of Lightroom is this, because I dont have the option to go in the -2000s on the Temp or change the tone curves to "RGB".

Very nice!!! Quick question - Will using LightRoom also work to correct overexposed neon lights for talking head videos?? For example, I have this fairly large neon sign in the background when filming my talking head vids, and even after I try changing all the camera settings (Aperture, ISO and Shutter speed) and adjust my softbox lighting, the neon sign still appears overexposed (White & Blurry). I use a Sony ZV-E10 camera with the Sigma 16mm f1.4 lens. So, I'm wondering if I could use Lightroom to remove the overexposed neon sign and get it to appear correctly with it's real color and sharpness??
