How to place FSMO and Global Catalog roles in Single Domain Active Directory

Does the five FSMO roles comes by default in the DC server or else we have to install them from some where means in the global catalog service.

I once encountered a problem related to global catalog where, at peak hours of the day, I would get an Event Error code 1206. Active Directory Web Services could not determine if the domain controller is a global catalog server. This problem did not occur in the middle of the night. Is this video a possible solution to this problem? I have tried every solution I could find on the internet and it did not resolve it. Both my DCs are configured to be GCs and the FSMO roles were left at the default location.
