Thanks sir. For anyone still stuck with xampp and VSCode php settings, what worked for me was using full path to executable and changing to forward slash and using relative path of php executable - e.g. full path of file not just main directory.

When editing the system variable, instead of editing the existing ones you can click 'New' and paste your path there. Just saying :)
