In IM3 he didn't build legion to protect the world. He was compulsively building new suits for all threats his PTSD induced nightmares were throwing at him. That's why each one had such a specific purpose. And he had so many because he was using building them to avoid sleep and the nightmares he was having.

One thing Ironman didn't create ultron he built him and woke him up seeing that the infinity stone known as the mind stone was alive and much like a program so he used the stone to program a bot that he may be able to Mas produce

I like to think that they killed off iron man because strange saw that he would've eventually become superior iron man and later on be evil

And this is why Doctor strange said there was only one where they would win in end game. Doctor strange saw the one where they win and tiny dies, if tony lived he would of been to dangerous
