In the comics kang is very mischievous, he even traps the avengers in a cage to use them to fight the enemies he wanted them to fight for him, in return to free them, which he lied, in kangs universe there was no dark ages, thus he was more ahead and met other versions of himself. Which makes sense he wanted Loki to take over, Loki is very mischievous and always up to something like kang, he wanted someone like that to head his operation so he could step down. Turns out Loki developed way different and so much more caring after seeing his life unfold in front of him, and his mistakes he made, losing his mom, failing his father, it will be interesting to see where Loki season 2 brings us
