your output readings are incorrect expecially your voltage the voltage would be about 30 kV not 13kv considering dielectric breakdown of air is between 20/30 kV/cm and looked about 1.3 cm. also your meter read 40ma but in reality those output sparks would've been about 100ma

Noooo dont do that you will destroy your multimeter the taser or stung gun is about 30 000v
