That seems to confirm my theory. Nelson has very few days when the wind is straight down the runway or even close to. Seems quite a windy airfield.

I think anyone who learns to fly at Nelson will be fine in any wind conditions except with the wind straight down the runway. They wouldn't be used to such a luxury.
